			<content:encoded><![CDATA[<p>Please join us in reviving a Grandview community tradition and help us  transform our city into a magical holiday experience in anticipation of  the <strong>2010 Cocoa and Carols event on December 3rd</strong>.   Participating businesses throughout Grandview are invited to decorate  their front display windows in the spirit of the 2010 “An Olde Fashioned  Christmas” holiday theme, to win cash prizes and to encourage shoppers  to “Shop Local” this year!</p>
<p><strong>Contest Details</strong></p>
<p>1st, 2nd and 3rd Prize will be selected by a panel of judges the  evening of Wednesday, December 1st and announced to the public on the  evening of the Cocoa and Carols event on December 3rd, 2010. People’s  Choice Award will be voted on by the public, from December 1st through  December 21st, with ballot box placed at the Grandview Chamber of  Commerce office at 133 W Second Street.</p>
<p>Businesses that are interested in participating please contact the  Chamber at (509) 882-2100 or info@visitgrandview.org and provide your  business name, address and contact information or you can register your  entry information with the form below.</p>
<p><strong>Judging Criteria</strong></p>
<p><strong>All windows must be completed before 3:00 PM on December 1st.  The windows will receive points based on:</strong></p>
<ul>
<li>Creative Lighting</li>
<li>Creative Signage</li>
<li>Extra Points: Use of Sound and/or Animation</li>
<li>Creativity in Display</li>
<li>Visual/Aesthetic Appeal</li>
<li>Use of the “Olde Fashioned Christmas” Theme</li>
<li>Creative use of businesses’ products/services</li>
</ul>
<p>Prizes will be awarded for  1st Place Plaque and a $100 Prize,  2nd  Place Plaque and a $50.00 Prize, and  3rd Place – Plaque and $25 Prize</p>
<p>People’s Choice Award – Plaque and a Free Banner Advertisement for 60 days on the Chamber Websites www.visitgrandview.org</p>
<p>All participating businesses will be listed on the <a href="http://www.visitgrandview.org/">www.visitgrandview.org</a> website.</p>
<p>Artists and art students interested in volunteering to assist with  decorating are encouraged to submit their information on the website  using the registration form for volunteer artists. Your information will  be listed so that participating businesses can contact you directly.</p>
<p>Window painting paints are available at our local Ace Hardware store.</p>

			<content:encoded><![CDATA[<p>Prosser is asking itself questions about their courthouse. Here are some of the questions they are asking.</p>
<p><strong>QUESTION: </strong> Shouldn’t the County Seat should be located where most of the population base is located?</p>
<p><strong> ANSWER:</strong> There are already 13 other counties in  Washington State where the County Seat is NOT located where the  population base is; take for example King County. King County Courthouse  is in Seattle, but the King County Justice Center is in Kent. Benton  County Courthouse is in Prosser, but the Benton County Justice Center is  in Kennewick.</p>
<p><strong>QUESTION:</strong> How much would it cost to move?</p>
<p><strong>ANSWER:</strong> This is the confusing part. If the they  choose to move only the county commissioner’s and the road engineer’s  offices, then the cost is $8,600, But moving the remaining  63 Prosser  employees to Kennewick would require leasing office space,  which would  drive the 10-year county seat move cost to about $3.1  million. That  includes $1.9 million moving costs and fixing up space at the Benton  County  Justice Center in Kennewick and paying $1.2 million to lease  about  11,000 square feet of additional office space in Kennewick.</p>

<p><strong>QUESTION:</strong> Is this the first time voters have been asked to move the county seat?</p>
<p><strong>ANSWER:</strong> No. Voters said “No” to moving the County Seat in 1912, 1922, 1976 and in 1984. Washington State’s highest court, <em>unanimously </em>said NO, again in 2004.</p>

<p>Grandview turned out in style for the community photo on Saturday, April 25. The weather cooperated and community members young and old gathered at the center of downtown for the community photo. The photo was taken at the same location as a historic photo taken in 1916.</p>

<p>The official photo was taken by Theresa Kollmar at the top of Fire Department Ladder Truck 18. Kollmar was under the close eye of Craig Taylor, Grandview Firefighter of the Year.</p>

			<content:encoded><![CDATA[<p>Do our students feel safe in our schools? Do they feel safe walking to and from school? Are our students healthy? Are they overweight, under-weight? Are they using drugs? These are all questions that were presented to the Grandview students.</p>
<p>A presentation on the school safety survey results will be presented. The Healthy Youth Survey is taken by students to find out their perceptions, attitudes, and behaviors regarding a wide range of health-related issues and is a collaborative effort between OSPI, the Department of Health, the Office of Community Development, and the Division of Alcohol and Substance Abuse.</p>
<p>Grandview United is currently surveying the community about some of these same issues. Surveys are available online at <a title="Grandview United" href="http://www.grandviewunited.org" target="_blank">www.grandviewunited.org</a>. The community is invited to participate in this survey. The data will be used to develop a data bank of people interested in providing mentoring or other skills with the youth of Grandview. The surveys focus on safety and activities that youth of Grandview would like to see in our community.</p>
<p>Grandview United will be hosting a community meeting on May 5th at 5:00 p.m. at Compass High School/Administration Building. The results of the Healthy Youth Survey as well as look at the current responses from the survey underway by Grandview United will be presented. Parents, students, and community members are invited to attend.</p>
